Absolutely not.

Schools are underfunded as is - so why should they be shelling out money for something like this? Besides, you shouldn't have to bribe the kids to do well. If they don't do well, then they're only hurting themselves.

Technically, they already shell out money for good grades - they're called scholarships. (But that's for college and not regular school)
