You can acitve this effect any Phase. Select a monster in your side. Decrease the ATK of the selected monster in 800 untill the End Phase. This monster can attack again.

Upload them to imageshack or something like that. I know the normal way isn't working as for now, but I guess no one is gonna look through this all.
I've looked at the first two cards and noticed that even if I had the patience, this wouldn't be worth going through. The first one is simply bad, it's a vanilla, the flavor text is fun but the stats are just underdog.
The second one OCG is so bad I don't even know what it's saying, I understood you pay 500 life points to summon him but I didn't get when/how/from where. Sorry :S
