It's level 2 for a few reasons. And its good that its odd. Its Lv2 to stop you from using it to dump high level monsters into your graveyard which is largely beneficial in this format and it makes it easier and harder in its own ways to bring it out to the field. Also the cards you send to the graveyard will most likely be used immediately for synchroing because of its effect. "secondly, synchro's are the EXACT level, not equal to or less than..." What it says is [During your Main Phase you can Synchro Summon a monster ONLY by removing card(s) in your graveyard from play as Synchro Material whose total level(s) are equal to or less than the level of this card]. In other words you can use a level 2 card, 2 level 1 cards or 1 level 1 card as the material ALONG with the tuner on the field to THEN Synchro summon for an EXACT level. Ya, I could maybe increase ATK or DEF, it was one of the things I was least sure about. But the card is mainly there for its effect and if you play it right, it will never have to be on the field during your opponents turn since you can send it to the graveyard then special summon it at the start of your next turn.
