Bahamut - Envoy of the End
I'm guessing 'excluding the effect' means 'ignoring summoning conditions'? Yeah, get rid of that. Not a bad card by any means. Would stick with 'Double Summon' in fairness but useful still. The 0 ATK thing looks odd. I can see what you mean, maybe just pay 100 LP for 0 ATK monsters. Probably needs another drawback to be really balanced, like being unable to attack that turn or being destroyed at the end of.
Justice Master
It is pretty overpowered at it's current state. I'll review it when/if you change it.

monty1394
this is a good idea, but the ocg just doesnt sound right.. how about "Special Summon 1 monster from your Hand or Graveyard by paying Life Points equal to the selected monster's ATK. A monster with 0 ATK cannot be Special Summoned in this way. A monster Special Summoned by this card's effect cannot attack until another monster is Summoned to your side of the field." im no good with this stuff, but i hope this seems sortof ok? D: anyways, i get what this card means, and i give it a 8/10 because of its great playability in a pinch :
