The cards don't seem to have any balance or synchronization. They just do stuff for the sake of doing stuff and not in a very efficient way.
Dart adds red-eyed Dragoon Spirit from your deck to your hand, and that summons Red Dragoon from anywhere. Why not just have dart summon Red Dragoon and cut out the pointless middleman?

Divine Dragon has a really underpowered effect for being a 2900atk 2tribute monster. And as for Red-Eyed Dragoon, it seems you posted another card twice instead of posting it.

Dart:
When this card is Normal Summoned, Flip Summoned or Special Summoned, you can add 1 "Red-Eyed Dragoon Spirit" from your Deck to your hand.

Red-Eyed Dragoon Spirit:
Tribute one "Dart Feld" you control. Special Summon 1 "Dart the Red-Eyed Dragoon" [this name makes slightly more sense] from your hand or Deck [just based on the notion of Dragoons, they can't be revived from the Grave]

Divine Dragon [should be Level 9, just because]:
This card cannot be Special Summoned from the Graveyard [No REDMD abuse]. This card cannot be targeted by your opponent's card effects [makes it worth using] When this card is sent from the field to the Graveyard, you can add 1 "Dart Feld" and 1 "Divine Dragoon Spirit" from your Deck to your hand.

Divine Dragoon Spirit:
Activate only if there is a "Divine Dragon" in your Graveyard. Remove from play 1 "Dart Feld" you control and Special Summon 1 "Dart the Divine Dragoon" from your Extra Deck.

These effects seem... more solid.
Also, you need more cards.
