Activate only when a monster is targeted by a card effect. Remove from play that monster. Return that monster during your End Phase, and add one monster with a lower level than the removed monster from your Graveyard to your hand.

Downside is that it needs to be targeted. Upside is that if you can get it to work, it is broken.

OCG fix:

I could be wrong there, but it's a step up from yours. As for the card, meh. It's decent, not really broken, not really underpowered. It's just an upgraded version of Interdimensional Matter Transporter. Overall, 7.3/10

K OCG fixed, I dropped "that you controll" and "opponent's" because I want you to be able to remove your opponent's monster if they do forbidden lance or sometin. :D Just to make it a bit more multi-dimensional.

lol completely forgotten about interdimensional matter transporter. It is quite a big step up :D
