Lore: Pay 1000 Life Points. During your Standby Phase, place 1 Psychic Counter on this card. Once per turn, you can remove Psychic Counters from this card to activate one of the following effects: ● 1: Select 1 Psychic-Type monster you control. For this turn, it cannot be detstroyed by battle. ● 2: Pay 500 Life Points. Destroy 1 face-down Spell or Trap Card on the field. ● 3: Pay 1000 Life Points. Destroy 2 monsters on your opponents side of the field. ● 4: Special Summon 1 Level 3 or below Psychic-Type monster from your hand. ● 5: Pay 1500 Life Points, Special Summon 1 Synchro Monster from your Extra Deck.

Major OCG fix:

Once per turn, you can remove Psychic Counters from this card to activate one of the following effects: ● 1: Increase the Level of all face-up Psychic-Type monsters you control by 1 until the End Phase. ● 2: Pay 500 Life Points. Destroy 1 face-down Spell or Trap Card on the field. ● 3: Pay 1000 Life Points. Destroy 1 monster on the field. ● 4: Special Summon 1 Psychic-Type monster from your hand or Graveyard. ● 5: Special Summon 1 Synchro Monster from your Extra Deck.

Mind you, this is an OCG fix. Now, the analysis.
A 1-Level boost is too useful for Synchros for just one turn.
3 turns and 1000 Life Points is too underpowered for only 1 monster.

Actually, I can't find too much. Factoring in the turns, this isn't too bad. There should be a bit of a cap on the Special Summons, though.
