nice ideas, but REx is way OP, your opponent would be almost completely shut down.

well, I think his effect needs to be completely rethought, since denying your opponent's draw in return for a card from the top of your own deck is just so OP...
You could say something along the lines of while this card is face-up on the field, and it is your opponent's draw phase, you may send the card your opponent drew to the Graveyard. You may not draw or attack with this card in your next turn.
