Well, yes it is a good card, but being a tuner would be redundant. The Different Dimension monsters( that's what the dd stands for (think about it)) focus on removing your opponents monsters and other cards from play. Which is near unstoppable effect-wise. Getting a card like that to use for a Synchro Summon would not be hard, per se, but why would you want to? It removes your opponent's cards from play, and yet your going to sacrifice it instead? I just don't see value in that.

Now a " remove all your opponents monsters from play" strategy like I like to use would work if it was a tuner. But as it is now, think about this card's WG(Waiting Game) aspect for a second. All you have to do is wait for your opponent's best monster to be destroyed once, activate this card's effect, and that card is now useless. Excellent defensive value at this point.
