For a start, it's a one for one at first glance. The fact that you can mill a card is great, you could mill frog, mali or disk for example. On the other hand, you could also mill something crucial, depending on the deck. Obviously this card can be a +1 if you get Prem, not an instant +1, but pretty much guarantees that you can get Prem whenever you need it. But lets look at the obscurity of it. You can search for other equips like UWS which doesn't see much play, but could win the game if used at the right time. A card which I haven't heard of play of in a while is Big Bang Shot, another equip which can give you a pretty big edge over your opponent in the late game. A best case scenario for this is: Milling Disk/Having Disk in Grave, Getting Prem, Prem Disk. So just from that simple combo, you can get an easy +3 on your opponent. The downside to this is that the effect stopping Normal Summons this turn, which actually, in retrospect to this card's main effect isn't much of a downside at all. This card is good, but imo, it's best in the late game. Edit: This card COULD be limited to 1 since it obviously has a few good uses, and that 4x Prem is not exactly something I want every other player having. Banning appears to be the only option in this case, unless Arms Hole never comes here. But still, the Japanese will break the card too. It takes a bit of thinking, but this card can so easily be abused and prem seems to be in most of the situations. If prem was banned, it'd stop DMoC and Disk abuse with Arms Hole. It's not a strong counter-argument, but what about things like crow? Crow could potentially remove Prem and/or it's targets taking the pressure off Prem a little.
