Each time a Normal Spell Card is activated, inflict 1000 damage to your opponent Life Points. This monster gains 300 ATK and DEF for each Active Spell and Trap Card you control.

I would word it a little differently.

Each time a Normal Spell Card is activated, inflict 1000 damage to your opponents [b]Life Points[/b]. This monster gains 300 ATK and DEF for each [i]active [/i]Spell or Trap Card you control.

I THINK that OCG crrection is right ;)

it's actually Oped, its ATK can reach to 3700 ATK without drawbacks for it plus inflicting your opponent 1000 damage, I would either lower its ATk and DEF by 600 and raise its level 6 or lower the ATK and DEF by 100 and raise its level to level 7 or 8. also lower the damage to 800 regardless 1000 is too much though especially when it's either players' normal spell cards. so like this

Type: Spellcaster
level: 8
ATK:2100/DEF:1500
Effect: When a Normal Spell Card is activated, inflict 800 damage to your opponent. This card gains 300 ATK and DEF for each Spell and Trap Card you control.

this is more balance if it not going to have drawback except requiring 2 tributes

"Active Spell or trap card" or "Face up spell or trap" ? Over powered maybe. Think if one of the face up spell is the equip mage power and you have four more any face up cards its atk would become 2500+1500+2300 = 6300 . Its too much for a level 5 monster. Good card anyway 6/10
