These are simplified translations. このカードは通常召喚できない This phase say that it can not be Normal Summoned 自分の墓地に存在する「バグマンＸ」「バグマンＹ」「バグマンＺ」をゲームから除外した場合に表側守備表示で特殊召喚する事ができる。 This phrase say that by removing from play Bugman X, Y and Z in your graveyard from play it can be Special Summoned. As you said, there's a phrase saying it can't be Normal summoned, and a phrase saying that it can be summoned by removing the Bugmen.
