You can always see the cards you can activate. (right?)
They may be in your hand, on your side of the field (face-up or face-down), in your Graveyard or in your Removed From Play-yard. But not the Deck.

"When you take Effect Damage, you can Remove From Play this card [in your Hand/on the field/in your Graveyard] to negate that damage."

Maybe you should limit it to opponents effects as usual? (When you take damage from the Effect of an opponents Spell, Trap or Monster Card...)

Last restriction is hardly needed, negating Effect Damage is one of the least important things in the game I would say, so really even if you gained the same amount of damage you would lose it would probably not be banned. (unless there is a loop hole that I do not see)

I'm sorry, but are you saying you can't activate effects from the Deck? If you are saying that, go look at Familiar-Possessed Eria.

I stand corrected, though I still find it quite cheesy.

.edit// You could argue that Eria in fact do require field presence of two other cards, so it is not entirely Deck based effect.
