The only competitive Deck I've seen that relies on burn is iHop's burn Deck, and competitive is being used loosely. It's a good idea, but burn damage is very rare, which is why Black-Winged Dragon is only in the Extra Deck when people don't have 15 cards to shove in there. They may be in your hand, on your side of the field (face-up or face-down), in your Graveyard or in your Removed From Play-yard. But not the Deck. "When you take Effect Damage, you can Remove From Play this card [in your Hand/on the field/in your Graveyard] to negate that damage." Maybe you should limit it to opponents effects as usual? (When you take damage from the Effect of an opponents Spell, Trap or Monster Card...) Last restriction is hardly needed, negating Effect Damage is one of the least important things in the game I would say, so really even if you gained the same amount of damage you would lose it would probably not be banned.
