If it's meant to be a Semi-Nomi, it should read "This card cannot be Normal Summoned or Set. This card can [b]only[/b] be Special Summoned..."

The "only" makes it a Semi-Nomi, which by definition can be Special Summoned from the Grave/RFG Zone, but only if it was properly Summoned first. The way it's printed now implies that it can't be Normal Summoned or Set, but it can be Special Summoned by alternative means, regardless of how it got to its current location. So you could use Foolish Burial and then Reborn it, since it's not a Semi-Nomi.

There was a previous comment about "you didn't specify where it can be Special Summoned from". That person doesn't understand the rules. Summoning Conditions apply in the hand unless specifically stated otherwise. If that comment is outdated and your original lore actually implied that, disregard.

2000 ATK is okay considering its effect revolves around destroying things in battle. Here's where the problem kicks in:

You can destroy cards up to the number of Blackwings you control. Well, with itself, that's 1 card off the bat. That's fine. But then say you have 2. You hit up to two cards. This is during the Damage Step, and it doesn't say "destroys in battle and sends to the Graveyard" so this effect will go off even if you kill a Token, or a monster that's getting removed from play.

Blackwings can swarm like hell, and you'll annihilate their field presence, letting your other Blackwings swing for damage. Then think about something like Kalut giving this a boost, or other ATK changing cards. You could nuke their cards during your opponent's turn with tricks like this, if they tried to kill your monster in battle to take advantage of its lower ATK.

Even if it's a Semi-Nomi, I can see this thing being majorly abusable.
