2 Level 4 Monsters
When a monster declares an attack, you can remove 1 Exceed Material Monster from this card to return that monster to the owner's Deck. If this card declares an attack while it has an Exceed Material Monster on it, destroy the attack target and inflict damage equal to the monster's Level x200, this card cannot attack again during this Battle Phase. When this card is selected as an attack target while it has no Exceed Material Monsters, destroy it.

Its like a Dark Counterpart of Aspiring Emperor Hope. The OCG is solid and the effect fits, although im not to sure if its overpowered or not. there arent many exceed monsters to compare it to.

Yeah I know thats what I was aiming for. And thank you thats what I was aiming for =D

You can use the first affect on your own monsters... so it can't return everything to your opponents deck...

I personally don't like the picture... but the rest, besides a few grammar issues seems good to me...

Yeah I'm not a big fan on the picture and I felt I could get better but work with what you got.

And that would make sense. But I was aiming for the effect of a Tyrant something that'll control the field without opposition.

I can honestlu barely make sence of what is happening in the picture
and its not really a question of preferences, the way the effect is currently worded is wrong... change it so it only effects your opponents monsters OR so that it sends the monsters to the deck (so that they return to their controllers Deck)

I have absolutely no idea how Exeed Monsters work, just letting you know. But the Japanese card itself looks pretty good, I wish there weren't so many kanji in the title, they're the bane of my life..

I would point out that as you have it in the title, "disbelieving" is being used as a verb rather than an adjective. But nicely done!
