Terror Visor Half Breed

this monster gains 50 Attack Points and 50 Defense Points for every card in your Deck and Extra Deck. Once Per Turn you can Send 1 card in your Hand to the bottom of your Deck to send 1 card in your Graveyard to the top of your Deck, then your deck is Shuffled.

I'm not sure exactly what you're aiming for, but the ATK/DEF gain from having cards in a specific place isn't exactly new or very effective. The card itself isn't worth the trouble of being summoned and its effects are mediocre. Terror Visor Crown serves as nothing but a small ATK booster; the second effect will never be used because it's an instant - 2. Grave recycling is covered so much better by Quickdraw variants (in their prime), X-Sabers, Gravekeepers, Junk Doppel, Plants, and anything that runs Pot of Avarice. Sorry to say this, but the concept isn't really creative or really playable and the artwork, although nice, doesn't exactly blend well with the theme you're going for. I'll give this a 4/10.

what i meant to say that the monster gain attk and def equal to the combined amount of cards in your deck and extra deck X 50

and for the crown it says when equip to "Terror Visor Half Breed" this card gain this effect to additional to this card first effect : Once Per Turn you can Send 2 cards in your Hand to the bottom of your Deck to send 2 cards in your Graveyard to the top of your Deck, then your deck is Shuffled.

more or less a cobo used to keep you deck up (lightsornn users would love it)
and help make this monster quite a powerfull but still balanced monster

Not really. Let's say you start out with an ideal hand your first turn and manage to dish it out while still keeping most of your cards in the deck. At most, the monster's stats will be (15 + 39)*(50) = 2700. Then, let's say you equip it with Visor Crown, then it almost doubles (15 + 38)*(50)*(2) = 5300. Alright, you managed to make a monster with 5300 ATK, so what? I pop out one Smashing Ground/Fissure/Lightning Vortex/Dark Hole or you attack and I respond with Dimensional Prison/Sakuretsu Armor/Mirror Force... your monster dies and you've pretty much wasted all the cards in your hand by returning them to the deck. Anything that relies on having a high number of cards in your Deck will be at a distinct disadvantage because it's only natural for cards to flow out of your deck as the duel progresses unless you make some kind of effect that can shuffle all cards back into your Deck very quickly. Even then, the only benefits are ATK/DEF gain which is very easy to deal with if the monster has no inherent/provided protection. Check out my created card Support Recycle in my Flames of Eternity CAC, it might be an interesting card to combo with your card, but it doesn't by any means make it more useful.

well of course you gotta balanced the effect you gotta keep a fe things on the field and in your hand but at the same time try to keep your deck and extra deck full

like everthing else this is a balancing act (before you want to put this on the field you might wanna use something to clean your opponent side of the field at least)
