Nice effect, I like it. Balanced so to say. But good. I give rating 8/10.

It's Broken.
I would Change it to:
"Once per turn, during your main phase, you may discard one Spell or trap card to activate this cards effect. Pick up the top 4 cards of your deck and reveal them. Then, shuffle the picked up cards back into the deck. Then, for each Thunder-Type or Dragon-Type monster revealed, this card gains 300 ATK and loses 300 DEF until the end Phase."

Yeah, this things broken so bad I'm surprised its still in one piece. Thats a free 4 new cards from your deck. Even the meta cards don't do things like this! Change it to what GenexAllyRemote suggested.

nice picture, you have a chance to let this monster very strong with this effect, I mean that maybe you can drawn 4 dragon-type or thunder-type that gives this card 1200 atk (making it have 2700 atk)
