"This card cannot be Normal Summoned or Set. This card can only be special summoned by sending monsters from your hand to the bottom of your deck whose level equals 10 or higher. Once per turn you can destroy 1 card on the field, the opponent of the destroyed card then takes 1000 damage and discards 1 random card from their hand.".

Suddenly in the mood to make a card, so I did. I am not sure about the wording though, so feel free to correct me there. The idea is that you can either sacrifice your own cards to inflict some quick damage to health and hand, or quickly destroy a troublesome card on their field but suffer for it.

Something like that, definitely not perfect though.

Anyway, I'd say this was a fairly hax card. You can throw down as many cards on your field as you want and pick them off, so the opponent takes 1000 damage for your fodder cards, not to mention they discard a card which could screw them up pretty quickly. If you destroy their cards, it could also screw them up extremely easily because destroying any one card speaks for itself. You'll take 1,000 damage and discard a card which, as it might not seem, is a fairly big cost. But when you're giving up that for an effect like that, it isn't as big of a cost as you'd think.

It isn't too hard to summon either, in a deck with plenty of monsters in it you could get it out as an opening move or something definitely close. Not to mention when you have fodder, you can destroy one of your own cards like I said, on the first move even. With a high attack as well, it's overall a bit powerful and would be fairly easy to keep out on the field.

And for a rating, well, I'm pretty horrible with rating. In closing, it's pretty good, but a tad overpowered imo.

I added the once per turn to try to prevent people spamming it, but I'm considering adding something so it cannot attack the turn it attacks. Would that be considered an improvement?

The second sentence is not necessary at all, because the only reason it's there is either if it has another card that needs to be used to summon it, or if it has an effect that revives it or something like that. Otherwise, the following sentence explicitly states that it cannot be summoned except by that particular effect. It's pointless.
The second bolded effect feels a bit forced, honestly. Adding a third degree of damage for the opponent in a single card just makes it blatantly overpowered.
