This is what i think the Legal Slifer will be like:

This card cannot be Special Summoned. This card can only be Normal Summoned by tributing 3 monsters. The ATK and DEF of this card becomr the number of cards in your hand X1000. If this card is destroyed, add it to your hand during the End Phase. This card cannot be targeted by Spell cards. If your opponent Special Summons a monster, reduce it's ATK by 2000 if it was summoned in attack posistion, and reduce it's DEF by 2000 if it was summoned in defense posistion.

This card cannot be Normal Summoned except by Tributing 3 Monsters (This card cannot be set). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spell/Trap and Monster effects other than it's own cannot be activated. If this card is Special Summoned from the Graveyard, it is sent to the Graveyard during the End. Any Equip Cards that target this card are destroyed immediately. This card is treated as a Dragon-Type monster. The original ATK and DEF of this card are each equal to the number of cards in your hand ×1000. When a monster(s) is Summoned face-up on your opponent’s side of the field, decrease its ATK or DEF by 2000 points; based on its battle position. If the ATK or DEF is decreased to 0 by this effect, destroy the monster(s).
