Xaz shin the ultimate light ruler is totally worded wrong.
Say this instead:

2 tuners+1 helios the light ruler
Your opponent can only activate 1 spell or trap card per turn. Once per turn, you can pay 2000 life points to destroy all cards your opponent controls.

Overall this looks pretty cool.

Xaz is OPed, 2000 LP to nuke everything on your opponent's side, then have it atk and do 4500 damage? This is too easy for OTK

Spear Launcher is just a quickplay and specific form of 7 Complete, nothing too impressive, I'd give it another effect
