Problem is, the Meta's based off of adding cards to hand and doesn't do as much drawing as you seem to think. Yes, some people like to run 3x Upstart, but that means you're dealing only 2400 damage without the extra draw effect. The only card I can see this being really devistating against is Morphing Jar. I'd make them draw until they lost, and make me draw enough to get more Jar cards... This was of course a Traditional deck. Anyways, doesn't seem very anti-meta... Most meta deck search cards from deck to hand, not draw. Maybe you should change it to: "Each time your opponent adds a card(s) to their hand from a card effect, inflict 500 damage and draw 1 card. You may only inflict up to 1000 damage per turn with this effect." That would make the card easily not OP'ed[s], maybe even UP'ed[/s]. AND it makes this card way more effective at anti-meta. Also, just a technicality thing, even though you can only inflict 1000 damage per turn with this, you can still draw as many cards as you like.
