Thanks, it's supposed to be an Armory Arm replacement (because, let's be honest, aside from the OTK, what does it do? <_< ).

Very well done. A creative, but simple effect, that isn't abusable, but still is very powerful.
With this card, almost every Level 5 or higher monster is no longer a danger.
It remembers my Shield & Sword...

This card holds some creativity as it is a Level 4 Synchro, something seldom seen, however; the effect wasn't exactly ground-breaking - merely some effect negation stuff. The name is unrealistic, but refreshing and interesting. You could synch into this with Formula and a Level 2 but I'd rather go into Librarian - Level 3s are more common and Librarian is a better option than this. Viability is further limited by its niche Level and situational effect, which will only activate after its Synchro Summon, making it unusable - a characteristic that doesn't bode well in the current metagame. It feels like it was made by someone who was thinking too hard about balance - it is a powerful and useful effect, but a very situational one and the activation restriction only seeks to further its lack of splashability. It is an underpowered and situational card, and is actually outclassed by Armory Arm due to its situational characteristics and lack of re-usability.

You could do better.

The thing about Level 4 Synchros in the current Meta game is that they only have 1 purpose, and that's being a step stone on the way to the higher Synchros (aside from The Fabled Unicore, but that's hardly Meta). So a trigger effect on Summon (I could extend it to Special Summon in general, Limit Reverse would love it) makes quite a bit of sense if it doesn't stay very long. Yes, the effect is situational, but the nice thing about this card is obvious: It's a Synchro, it doesn't waste your Main Deck space. You [i]can[/i] get it out when the situation calls for... that the Extra Deck space is pretty tight already stands on a different sheet of paper.
Also, just one thing: Though I care about the balancing, it's not what goes first. The one thing that gets priority over anything else is the synergy between picture, name and effect. If that doesn't work, it's no card that deserves to be presented here, but rather over at Written Cards (where nobody cares about that).

In conclusion, I'll change the "Synchro Summoned" to "Special Summoned" to bump it's usefulness.

Changed the card a bit according to Mikhail's "advice"... so yeah, nothing too new, except Limit Reverse just became an Effect Veiler for Level 5 and higher monsters :lol:

Thank you for your consideration and (surprisingly eloquent!) response. I have a policy where I do not change the original rating, but now I would probably give it a B. It is a nice anti-meta synchro, but it lives off of being Special Summoned and most Anti-Meta decks don't focus on Special Summoning (they actually tend to universally negate it as a tactic most of the time). It is still hampered by a lack of usability, but a better card.
