This card can only be Special Summoned by removing 1 Dragon-Type monster on your field, from your hand, or from your Graveyard from play. This card returns to its owner's hand during the End Phase of the turn that this card is Special Summoned or flipped face-up. You cannot Special Summon or Tribute Summon another Dragon-type monster the turn this card is Special Summoned or flipped face-up unless you control more than one face-up Dragon-type monster. When this card is Special Summoned, this card gains that monster's effect(s) and ATK until the End Phase. If this card's ATK becomes over 2000 and you control no other face-up Dragon-type monsters, the you take damage equal to this card's ATK. Once per turn, you can select 1 Dragon-type monster that was removed from play from a card effect and add it to your hand. If the selected card has over 2000 ATK, Special Summon it. Cards Special Summoned by this effect have their effect negated [/spoiler] I had a really hard time thinking of how to balance it and still have it be useful.
