I would have said Synchro monsters cannot be summoned AT ALL unless your opponent pays 300 LP* the level of the synchro they intend to summon

Special Summon from Deck is rather OPed IMO. Here's my recommendation along with OCG fix

When your opponent Tributes 1 monster to negate the activation of your card's effects: Pick up 10 cards from the top of your Deck; If this card is among them, Special Summon it in face-up Attack Position. As long as this card remains face-up on the field: Synchro Monsters cannot be Summoned from the Graveyard.

The idea of SYnchro Lockdown is great, and i like it. Very good from a newcomer , 9/10

Totaly agree with @Maha and @Rag: the pic is QUITE overused
anyway, blocking Syncro that easly sounds not fair, make an condition to they Summon
and I think that 10 cards is too much , 5 should work. Just MY OPINION. if anyone wants explanation about that i do

I would so use this card muhahahaaa, Stardust Dragon beware my ShortCircuit XD. But yes, the effect is plain OP'ed. Maybe do the "pick up 5 cards" the others pointed. OR do it like this:

"When your opponent Tributes 1 monster to negate the activation of one of your card's effects, you can Special Summon this card from your Deck in face-up Attack Position. As long as this card remains face-up on the field, Synchro Monsters cannot be Summoned from the Graveyard. The controller of this card cannot Synchro Summon Dragon-Type monsters".

There, keeping the original Deck pop-up, but with a very heavy restriction to you too (all the staple Synchros are almost Dragon-Type. Or you could make to block ANY Synchro for you). What's it look like now? ^^

Quick Fix.
When your opponent Tributes 1 monster to negate the activation of one of your card's effects[b], you can[/b] Special Summon this card from your [b]D[/b]eck in face-up Attack Position. As long as this card remains face-up on the field, Synchro Monsters cannot be Summoned from the Graveyard.
Not much to fix though, so nice
And the effect is not bad.
The picture is overused considering even I have used that picture on one of my cards. (XD)

Gawrsh, a Stardust killer. I see those a lot. Instead of Special Summoning from the Deck, how about Special Summoning from the Graveyard (since this is a Dragon)?
