I either use it when I can gain a lot of advantage from it, when the game is at stake OR when I can easily get rid of it next turn (Magic Planter, Mist Valley Falcon, etc.). But then, it wins games. Uria is a dead draw 90% of the time, and even if not, I lose the advantage I had to begin with, which could've won me the game either way.
