This card is probably Staple.

Effective card is effective, but in order to make it balance. The second one is better.

I agree with Maha above about it being a staple. I must admit, the new OCG is a little complicated to understand, but it seems that it is decently easy to understand. Great card.
There is my own concern however, it is already targeting a monster since it singles out that Effect Monster's Effect, and secondly, it could be overpowered, since it can negate any effect and then inflict half damage.... Isn't negating a monster's Effect enough? I must admit the card is quite intriguing, but the reality is that it would probably be limited to 1. That's just my opinion, since it has 2+, and no minus. :/

I suppose if you added a decent cost, like discarding a card or something to that effect, that way it would be similar to Divine Wrath.
