Then, Special Summon this card in face-up Attack Position during your next Standby Phase. Once per turn, when a Spell card is sent to the Graveyard, either player can pay 1000 Life Points to place that card face-down on their field. If a Spell card is placed face-down by this effect, it cannot be activated until the 2nd Standby Phase.
Max Darkness
The last effect is a little troublesome, since you could rob your opponent of their "Monster Reborn"; but it is esoteric and I like that. Problem is, after 2 turns, if your opponent knows what it is, they'll most likely have destroyed it. OCG-wise, you're a little outdated, but nothing too serious. I would consider making this a Level 8 and upgrading the effect.
Specter54
I agree with Max Darkness. If you upped the level, you could boost the effect. Make it so the Spell can't be used the turn it's played, or that the player can't activate the Spell during their next turn. The player with the spell only waits one turn anyway. I'm not sure if I like destroying one card on the field, but that's up to you. What I do recommend is summoning the Phoenix during the End Phase. Also, I'm not sure how good I am with OCG, but it looks mostly okay. It would be better to ask others for help with that. Hope it helps.
MibeR
The only bother me isn't the Spell Card reviving. But an endless reviving ability.
