You can Normal Summon this card by tributing one Tuner monster. Once per turn you can remove play cads in your Graveyard to decrease the level of any monster on the field by the amount of removed from play cards. If this card goes to the Graveyard you can remove play all cards in your Graveyard except this card to add this card to your hand. This card cannot declare an attack.[/spoiler]

If there are three Spell Cards in your Graveyard sent there by this card's effect, choose one monster on your side of the field(other than this monster) to attack your opponent directly this turn's Battle Phase.[/spoiler]

Excellion's effect seems a bit weak. Maybe if you didn't banish cards it would be good, I can see how lowering levels can come in handy. 9/10.
