You can have this card lose 400 ATK to negate the attack of one of your opponents monsters and end the Battle Phase. When this cards is removed from the field, draw 1 card.

I think it's OP'd. You could return a bunch of Spells and Traps that you can place back on your field next turn. And the fact that you can stop 5 of your opponent's Battle Phases and draw a card when it's destroyed adds to it. Even though it's difficult to summon, it's other effects make it too OP'd.

I suggest just ridding the card of the draw 1 card effect and make the attack decrease higher. 8/10

In today's meta, blocking a few attacks is not very good, although it is slightly helpful. There are a lot of easy ways to kill a monster without battle. The draw effect is really the main reason most people would use this.
