Can't deny that I like the idea, but trying to grasp all the consequences (having theoretical access to all Counters and their responding effects on a card that wasn't build for those could lead to potential trouble) is very difficult for a card like this. Also, the card is crammed with effects and extras that just aren't needed. Where do I start...

- Paying 500 Life Points for the Summon is unnecessary, you won't do it over and over since it can't activate from the Grave, the only reason a card like this should have you pay that low amount of Life Points.
- "Whenever an Abstract Counter is removed, draw 1 card": Do you draw 1 card for every Counter removed or just 1 card if any number of Counters is removed? If the first: No, just no, too many instant plusses, scrap it (Example? Magical Exemplar, removing 2 for a random Spellcaster, draw 2 cards -> +3 in card advantage, since this card doesn't actually cost anything... and I'm pretty sure there are a lot worse combos). The second one could work though.
- "You can remove 3 Absttract Counters from this card: Gain 1000 Life Points": Not needed if you ask me, it's just a filler to trigger it's drawing effect. I'd rather inherit it in a deck that can make actual use of it's unique ability.
- "Activate the effect of any card previously activated in this Duel that involved that many Counters": This one is giving me a headache. Since keeping record of every effect that was ever used in the Duel is really hard and impracticable. Why don't you make it a monster that is currently in the Graveyard and has activated it's effect during the Duel? That would also indirectly increase the Summoning costs by thinning out your Graveyard, a nice way to balance out the whole lot of options you have with this.

Just my random thoughts on the card, onto the next one.

Ah, how nice and tidy this looks compared to the other one
The same thing I said about "previously used in the Duel" applies here as well. You might be able to keep track of the Counter-Types (there aren't that many), but all the monster effects? The first effect looks decent and could maybe actually be played for Synchro purposes, costs are fairly high and all. Just one thing I noticed (though I might be wrong here, the Rulings and me aren't the best friends): Discarding a card is obviously a cost (you have to use a semicolon though), which means it wouldn't be copied by Virtuoso (it only says "effects", which means it bypasses conditions and costs like that), who of course can also use Abstract Counters... think about it for a little. Also, Summoning a monster like that without any restrictions is always tricky, maybe negate its effects and/or make it unable to Synchro/Xyz/be Tributed.

Otherwise, I like it. Lots of Dark Support makes it playable (and finding a Tribute in the SS-heavy world of the current Meta isn't all that hard, Frognarchs do it all day) and Stygian Street Patrol loves it. The second ignition effect is just the icing to finish your opponent of, but it's nothing major... maybe you wanna scrap it to make the card shorter, but that's your decision.

Overall, nicely done, the concept is clearly visible, cards flow well (even though there are too many effects on them) and I think the potential is there. Just the details... someone will probably point out a loop or something that totally breaks the game with this, but I can't find anything from the top of my head right now.

Well I will do some editing when I get on my comp (IPad ATM, and on the use effect preiviously used in the duel. That effect had to involve the exact amount of counters removed like magical exemplar as n example virtuoso could mimic the summoning but he would have to remove 4 counters to summon a level 4 monster. Also it was draw 1 ca for every removed counter, but that's because you place a counter on this card instead of drawing during you draw phase. Anyways glad you like the concept I plan on improving it a bit. BTW I understood just about everything, I write in the same way you do xD. Oh and you do have to pay the cost because it activates the effect in whole..
