They would never be annexed. Saskatchewan is a province in the heart of Canada and is not being annexed. Cuba and the US hate each other. California should be split in two if anything though. But tell you the truth, Icy is right, the only logical one would be germany, and no doubt obama would be fighting against it, IMO.... But of course, again, like Icy said, all this would cause is a poltical nightmare and I'd rather be somewhere but here if that ever happened....
