Once per turn, you can use its effect to take out a monster on the field, without having to worry about something like Effect Veiler, etc. It's not meant to be on the field, it's meant to do its battling from the hand. If this thing had zero attack that wouldn't change anything about the effect. If anything it is a permanent D.D. Crow for the field. Its sort of nice but it comes off broken because you can do it on your opponents turn. For example Psychics do the ten minute first turn T.G. That being said, it's not necessarily bad, at least not in terms of game play. Being able to remove a monster on the field once per turn, with a cost that's relatively fair in context, makes it so you don't necessarily NEED to Summon this. It doesn't say that anywhere on the card, and it would have to in order for that to work.
