If so then it's because TCG and OCG have different backgrounds and could easily bee differentiated from each other, so cheating becomes a bit easier. If you're using sleeves it still applies only because it seems unfair to let one person use TCG cards while another person who doesn't have sleeves isn't allowed to. If I have a cool fancy OCG card and they're too poor to have sleeves for their fancy OCG cards thats completely not my problem, and I shouldn't be punished for it.
