1 Spellcaster-type tuner+ 1 or more non-tuner Dragon monster(s)
This card is also treated as a Spellcaster-type. Cannot be Special Summoned except by Synchro Summon. This card returns to the Extra Deck in the End Phase of the turn it was Summoned. When this card is Synchro Summoned: Place Spell Counters on it equal to the amount of Synchro Material used to summon it. (Max 5) This card's ATK is equal to the amount of Spell Counters on it x1000. When this card destroys a monster by battle: inflict damage equal to the amount of Spell Counters on this card to your opponent x500. Once per turn: you can remove a Spell Counter from this card to negate the Special Summon of a monster and destroy it. If this card has no Spell Counters: destroy it.

I think that part of this cards effect should be taken out, to me it makes him UP. If you think he is OP without it, then change his last effect to negate Syncho Summons, instead of all Special Summons.

That part is unnecessary because the max cards on your field (where you synchro summon) is 5... It would only be needed if it was below 5.

The reason for the maximum is because there is a lot of other cards that can add Spell Counters to the card. Therefore, I think maximum of 5 is enough.
The other effect is a gimmick I have, Spirit Synchro monsters. Extremely powerful, but returns to the Extra Deck in the End Phase.

Ah, I didn't notice that it was a Spirit card. Well, if you want a spirit synchro, I would make him a bit stronger actually. He requires a lot to be summoned anyways (12 stars, spell casters and dragons).

Possibly say that his special summon cannot be negated, and change his effect for removing spell counters to negate special summons to either:
"You can remove a Spell Counters from this card to destroy Special Summoned monsters your opponent controls equal to the amount of Spell Counters removed. If this card has no Spell Counters: destroy it."
or...
"You can remove a Spell Counter from this card to negate the activation of your opponents Spell or Trap card. If this card has no Spell Counters: destroy it."

Both of those effects might be powerful, but if you think about it. You'll probably use 3 monsters to Synchro Summon this guy, which only gives him 3000 ATK. Even if you used 4, thats only 4000 ATK; and he returns to the extra deck at the End Phase. In order for a card like this to be played, he'll need a damn good effect lol. Even if you don't use the effects I've written out, you should try to make him a bit stronger, or easier to summon?

(possibly say he can be synchro summoned from non-tuners in your hand? or return the non-tuner monsters used to synchro summon this card to the field during your next standby phase?)

It seems somewhat UP for it's requirements at first glance, being Level 12/1 Spellcaster Tuner/1+ Dragon non-tuners, but you'll probably use at least three materials, giving it 3000 ATK. If you also have some cards that increase Spell Counters, you can boost this thing's ATK to 5000, so it can destroy most monsters, which would let you deal 2500 burn damage. So, after looking at it, it's not that bad. But, yeah, you'd probbaly want Settle Machine.

Also, the card's effect states that it's [i]ATK [/i]is equal to the Spell Counters x1000, but it doesn't mention the DEF.
