(The parenthesis were not required around "from your hand" and because you said "1 or more", the (s) on monsters was also not required)
-Also, I think a better wording for the 1st sentence would be....
"You can Special Summon this card from your hand if you control at least 1 face-up Level 8 monster."

Obviously his stats are no good, but that is not the point of this card. It seems you would want it to help with exceed / synchro summoning, or even a quick tribute. This card seems pretty balanced, I like it.

I love the effect and its uses, but he's gotta be on the field to use it, and to be on the field long enough to be of use, I recomend some stats.

yes I know that makes it easy to kill for the recycling effect, but still
