you should also state an effect for what happens if the level of the targeted card doesn't match the declared level, instead of just saying nothing happens

You don't really need that. I see people suggest it sometimes, but if it's not the declared level, then nothing happens. It's just extra wording that makes the card look bad.

I'd rather Shapesnatch OTK than tribute it for something that gains a luck based effect.

And putting a downside to it's effect would make it worthless.

Seriously, though. I'd only run it in a deck devoted to this card; other than that, it wouldn't be run much. Especially with the new Xyz Monsters, who don't have Levels and reside in the Extra Deck, this card would be pretty much useless. Adding a drawback would only make it worse.
