It also requires a ton of bug-checking to make sure it doesn't mess anything else up. People used to gripe about how Xyz took forever to come to DN, but anyone with passing knowledge of programming would realize it's an incredibly daunting task, not just for finding the right coding, but to make sure it doesn't glitch everything else up. And in that case, the wait was worth it. Some cards, like Toy Magician, would need to be specifically programmed to do something against the norm.
