This card is supposed to be the evolution of Lava Golem. I hope you like it :)

This card cannot be Normal Summoned or Set. This card can only be Special Summoned by tributing 1 "Lava Golem" on your opponent's side of the field and is Special Summoned to your opponent's side of the field. While this card is face-up on the field, each time the controller of this card Normal Summons a monster, that monster loses 1000 ATK. Each time the controller of this card Summons a monster inflict 500 damage to his Life Points.

I seriously don't see a reason why anyone should use this.

Lava Golem's only real place is in Burn decks (if you run him outside burn, you're a terrible duelist). Burn decks require speed and efficiency to finish the game in several turns before you get crushed to pieces by the overpowered ace cards of nowadays. Hand disruption is the burn deck's mortal enemy, and thus many variants try to keep the number of cloggy cards at 0.

This card is like, the definition of cloggy.

It's pretty much simple cardboard unless you also draw Lava Golem. And even if you manage to summon this thing, I say simple Lava Golem is better because Lava Golem inflicts 1000 damage during the [b]Standby Phase[/b]. This means cards like Dark Hole can't stop the damage inflicted to the opponent. And thus, once you summon him, at least 1000 damage is inevitable.

On the other hand, this card is situational - if your opponent decides to summon no monsters (in that sense, what makes this even worse is the fact that it's pure anti-synergy with Just Desserts and Ceasefire) or simply Dark Hole him or tribute him or something, the damage is zero. What makes this even worse is the fact that it's pure anti-synergy with Just Desserts, which is a staple at 3 in any Burn build (free-chain, anti-Synchro and Doppel and Dandy, etc.)

And the drain of 1000? Well, frankly, it's so irrelevant I almost forgot it even existed. Burn decks don't need to decrease opponents' ATK. In fact, it's better the higher. Cards like Magic Cylinder and Dimension Wall are frequently ran in Burn.

My idea of a fix: make it not an evolution whatsoever. The pic's nice enough, so I wouldn't really waste it. IDK about OCG, so don't trust mine.

Cannot be Normal Summoned or Set. By sending 2 Spell/Trap Cards your opponent controls to the Graveyard, Special Summon this card (from your hand). Your opponent must pay 500 Life Points to play a card.

How's that. You can arrange it in other ways if you want.

Various minor grammar errors, but overall not too shabby (you didn't use new OCG, but one considers that for up to six months after introduction not using it without specifically declaring so won't lose you marks. It's kind of like forgetting to simplify a fraction in a Maths test - your answer is still technically right); you achieve in a reasonable mark in that section. In terms of creativity, all you really did was make a modified version of Lava Golem. Even though supposed to be a kind of "upgrade", one expects more innovation in terms of the effects. That being said, you didn't do that badly, so you get a middling score in that section.

Balance-wise, the card is just not good enough. It doesn't merit running at all except outside of a really dedicated deck, and running such wouldn't be fun because you would likely lose every duel. It's awful and not viable at all. The only deck where one would think you could run it is Burn, and as Darkplant so excellently explained the card is too much trouble.

Abysmal.
