Still, I think it'd be good considering it's also a 3000 ATK beatstick.

Yes, and you can also use Lumina and Dragunity Phalanx during your opponent's turn :/

Just say "to Special Summon one monster from your hand." The rest is redundant as a monster that can't be Special Summoned can't be Special Summoned.

Not sure how easy this is to get out though.

Learn basic Spell Speeds.

It's a bit broken, in my opinion. It's like Big Eye, but better. All you need is a splashable Level 6.

Make it has less ATK and it's ok. You aren't getting Pluses with the effect anyway.

Technically, it's not the first Rank 6. One does exist, a match winner that's been printed as a prize card, but none that would be allowed in an official duel.

The effect is fine, since it will only give you plusses if you summon something that gives you plusses. The ATK however should proabably be a little lower - 3000 is still huge, Xyz's at higher ranks aren't usually that far above what a monster of the equivalent level would have, and this can use Monarchs as materials, who've already made their advantage when they're summoned.

for the most part the effect should be ok

yes it depends on the monster and all that, but it's not like you're allowed the summoning conditions to be bypassed or anything like that

so I'll give this 9.6/10
