It's a bad effect, and was only used in the anime so Andore could use a card to force Red Dragon Archfiend to deal damage to Jack. The part about "the attacking monster must attack" is more or less an anti-Replay effect.

The only uses I can think of is things like Dimension Wall, or forcing an opponent to attack a specific monster...but that's a horrible use.

The card is terrible. There are better Level 2 Tuners, and better Beasts.
