I personally would either drop a level off of the monster you can summon via effect, or alter it to discard anything that isn't a level 4 or lower monster. This doesn't really affect my rating though. 10 points for the card in a general sense. Extra 2 for the epic Rebecca Hawkins bear. 12/10.
