It is kind of overpowered. This way say that your opponent has a filled up field and you have CyDra, this card and heavy storm and 1 monster in your hand. You activate heavy, BAM you got rid of your opponent's spells/traps. you play this BAM here goes cyber twin. You attack, BAM 2800 LP gone from your opponent. You set your monster and end. At the end cyber twin goes bye-bye and you get CyDra back to your hand.

 

Srsly, it is good, but it is overpowered. Maybe add a cost

Personally, I would make the Cost 1000LP rather than 500LP. Still a few OCG errors here and there but overall this is a nice spell card that would be worth using in certain decks.

I find this card to be overpowered. The ability to bring out Twin without requiring both is a bit too much for my tastes. And it can attack directly, too, so that, coupled with Limiter, makes this a 3 card OTK.
