This card cannot be Normal Summoned or Set. This card can only be Special Summoned by Removing From Play one Monster with "Thirteen Blades" in its card name from your Graveyard. If this card attacks, flip a coin and call it. If you call it right, choose to activate one of these effects.

-Your opponent selects one Monster on the field. If it is under his/her control, as long as it remains face-up on his/her side of the field, decrease the selected Monster's ATK by 800 points. If it is under your control, as long as it remains face-up on your side of the field, increase the selected Monster's DEF by 800 points.

-Discard two cards from your hand to destroy one Spell or Trap card on your opponent's side of the field.

I'm going to be brutally honest when I review this card. Don't take it personal because I'm not attacking you in particular, although it may seem like I am, but I'm critiquing this card from a standpoint of a person who is building a deck. The artwork is nice and the holographic works is good but this card's effects are pretty useless. Especially, when you consider what cards are available and what people run in their decks. Onto the in-depth analysis of this card.

 

Saying you got the coin toss right let us look at the two effects.

The first effect is pretty worthless and I don't think anyone would choose it over the second effect. Truly look at the first effect of this monster. Your opponent chooses one monster on the field and if it's their monster, the ATK gets reduced by 800 points... Tell me why an opponent would do this to their own monster? The only situations I can think of at the moment is that the opponent has a Crush Card Virus waiting for you or if their monster has a high DEF and the ATK was low to begin with. Also, this effect is permanent, provided this card remains on the field. So either stat boost/decrease can be stacked on a single monster. If the monster is yours you increase its DEF by 800. Well, I doubt your opponent would boost want to boost one of your monsters that has a high DEF in the first place. So really, it's a lose-lose situation for your opponent but it also doesn't give you any huge benefits. So what incentive does a player have in choosing this first effect? None at the moment.

 

The second effect on the other hand is kind of appealing and is what wold make people use this monster in the first place. However, the cost to using this second effect is faaarrrr too high. Especially, when you consider other cards like Snipe Hunter where it has a similar effect, except better. Snipe Hunter can target any card on the field and use it's effect multiple times in one turn.

 

So let's really evaluate this card. You have a 4 star 1730 ATK monster so it has semi-decent ATK power but considering how fast it is to get a 1800+ ATK monster on the field, it really doesn't hold any field presence and you can't expect to hold onto this monster for long. The higher ATK power means it can't be searched with Shining Angel, which is a big minus for it. In order to get any benefit from this card you need to ATK first meaning any monster destruction trap/quick-play spell/effect monster can take this card out. If the opponent doesn't have anything to take this card out then you have to gamble for the benefits of this card. The two benefits you get are okay at best but the conditions you need to meet in order to get these benefits is a total put off. Why bother using this card when there are plenty of other cards that have similar effects that are easier to get to work with less risk involved. If you are going to create a card that has a gamble effect, then you have to make the effects worth taking the risk. As it is right now I would not even consider using this card in any deck type.

 

If you are looking for ways to improve upon this card I would change the ATK to 1500 or less so that it can be searched by Shining Angel. Next, I would completely rethink the first effect because there is no immediate reason to using this effect. If the ATK is lowered then ditch the cost of the second effect altogether OR lower the cost to 1 card.
