It doesn't have to be Setting Out. Dark Hole, Monster Reborn, and Heavy Storm are all Spell Cards too, remember?

Revoranger is an OTK waiting to happen with that effect, IMO.

For Starblair's effect, I'm pretty sure you can't randomly select a card on the field.

You can.
It doesn't matter if it's the field or the hand. It's your opponent who selects the card, that's why it's random. You don't have control over which monster your opponent selects. Check out the lore for "Delinquent Duo" and come back again.

And for Revoranger, I don't see how it's not balanced when it costs you a Normal Summon, a tribute and half of your life points.

Delinquent Duo - Your opponent randomly discards 1 card from their hand.
This card - Your opponent randomly selects 1 card on their field.

It messes with game mechanics. Unless you would suggest flipping everything on their field face down, shuffling them, selecting one, and then returning them to how they were.

how hard is it to get?
Your opponent selects a card they control and sends it to the graveyard, I gave you an example with delinquent duo because it says it right there: your opponent RANDOMLY SELECTS one card from their hand. In this case, they randomly select a card on their side of the field. No flipping or any of the BS you said. It's just your opponent's choice, not yours.

My point is that you can't RANDOMLY select a card on your field unless you do the method I posted.

Are you serious?
When your opponent RANDOMLY selects a card from their own hand, they can SEE all cards they have and then select the one they WANT.
In that case, whether it's the field or the hand does not matter, since your opponent just selects a card.

In that case, they aren't randomly selecting at all - random means they don't know which card they are sending (In Delinquent Duo's case, randomly sending cards from the hand to the Graveyard can be done by shuffling the hand and placing it facedown, then choosing a card from there at random, or simple have your opponent choose for you without looking); Therefore, in this case, Kato's method is actually the most effective way to do it while keeping it fair and random.

Also, Ranger is OP'ed; it may cost a Normal Summon and half your life points, but that could be a lifesaver in a game or Just something that would push you ahead; as mentioned before, it can fetch ANY Spell, which include all the Staples, such as Monster Reborn, Dark Hole, Heavy Storm, and MST, alog with other cards that could be needed at that specific time, such as Mind Control, Limiter Removal, Enemy Controller, etc. You may not think it, but just 1 Spell can turn a game around.
