for comet I still don't see why're you're dropping the atk to 0 PERMANENTLY

I can think of several reasons Raggy~ <u<

Imagine T.G. Control + The use of some of these monsters (most notably Comet).

Decrease the ATK of a "T.G." monster you control and decrease your opponent's monster's ATK. Imagine that other monster is...hmmm...how about...

This monster now becomes 1700, and so much more easier to deal with. Then, next turn, when your opponent tries to summon another monster that's probably more powerful...just activate this:

Your opponent now has a 0 ATK "T.G." monster that's nearly useless for him, and you took their strong monster <u<. Badabing, badabum, epic trolling sir~

Not only that, but because many of the main "T.G" targets you'll be using will be T.G. Warwulf/Striker/Rhino, you'll be getting more advantages as the duel progresses.

for cloud traveler, the 800 atk gain is good

personally though for the 2nd sentence, I'd change 1 thing

you said if you control other monsters. I would have said if you control other monsters OTHER THAN another "Cloud Traveler"

though beyond that I really don't see anything wrong with the card, you did really well here

summoning effect is good, nothing really wrong on that part there

to negate this card's destruction, dropping a monster's atk to 0 permanently seems a bit much

yes you did have an effect for the selecting a monster with 0 atk and all, but that wouldn't apply because you said ORIGINAL atk

therefore, dropping a monster's atk to 0 doesn't count because it didn't start with 0 atk

the 2100 atk gain is good

the dropping to 0 atk is still something I dislike (never saw the need for it)

as for the adding the monster to your hand, that's a good part, but the burn isn't

since you said lv4 or lower, the max burn you can get is only 800, which isn't really much

I'd have made it 400 per level so you can make the burn bigger

But then the burn would be too much. And by the way there are many good LIGHT targets (for example "Honest") so I thought that it might get Oped if the burn would be more.
The reducing the original attack to 0 is part of the archetype. But I think i can remove that part just for this card.

The xyz is very good. I don't think you should lose the attack drop effect otherwise it really isn't part of the arch any more. The effect is great for a deck using these as it will let you gain the necessary monster for what ever combo you want (and as you said it is good for honest), it would also work well with effect veiler. Props on yet another highly effective card.

Ps. More than 200 burn is probably too much, it is already a powerful card for what it does and it allows you great versatility. Whilst it won't get to more than 800 burn, you could still win a duel with that and it is still enough to be an annoyance to your opponent. Either keep the burn as is or don't have one at all IMO.
