ok so this is very easy to get onto the field

I'm curious why you said the scrap monster you're summoning has to be EXACTLY lv3 though, not as much room to manuver

not to mention the fact you're negating its effect PERMANENTLY

I would have given it some more levels and all that and then negate its effects permanently

OR negate its effects for 1 turn, but keep it exactly at lv3

There's no need. With Level 3, you can go right into Scrap Dragon (or another Level 8 Synchro).
