Well first, on your card it says "8 level 8 Monsters", which almost made me laugh, but than I saw it was supposed to be "3 level 3 Monsters", so you might want to fix that typo.

Question on the second effect: Is the 1000 ATK gain permanent? Or does it go away at the end of your turn?

About the type, it's the website makes it that way

For the attacking gaining effect, it only lasts until the End Phase of that turn. I'll fix the card right away.

The first effect isn't very good. Drilago can do the same job and it is a Level 4 monster. For the second effect, the ATK gaining is reasonable. But I would have added "During either player's turn, you can ...." this way I think it would be more useful.
Although it is a good card I would prefer Leviar or Leviathan Dragon from this.
The artwork is very good.

actually for the direct attack you could allow other monsters to attack this turn

1600 atk isn't really much, you know

see on the other hand, the 1000 atk gain for another monster you control

if THAT one attacks directly it might be too much since you didn't specify anything on the targeted monster
