Chilly should be fine the way it is, reminds me of Dark Magician of Chaos's effect

1700 isn't as much as I hoped for, but it'll do

Banisher is also like Dark Magician of Chaos's effect

last effect is slightly less versatile because it has to be destroyed, whereas Dark Magician of Chaos it's banished as long as it's removed from the field
