Jar of Greed is a Trap, so that can be played during the Draw Phase. Quick-Play Spells and Trap cards are able to be played during any Phase of the turn unless the card specifically says not to. You can't activate a Normal Spell card during your Draw Phase, just only during your Main Phase. Therefore, you can only activate Heart of the Underdog's effect during the DRAW PHASE.
