Banish two "The Agent" monsters from your Graveyard: Special Summon this card from your hand. Once per turn, you can activate one of the following effects.
-Banish one fairy-type monster from your Graveyard; This card is not affected by spell or trap cards untill your next turn.
-Send the top card of your deck to the graveyard. Special Summon one of your banished fairy-type monsters.
If "The Sanctuary in the Sky" is on the field you can use both effects in the same turn.

This card's summoning conditions remind me of master hyperion. I think that master hyperion is bad card design. :(
So I think that you should put some more restrictions for the summon of this card. If you do that it would be fine.

The only difference in summoning conditions is that you need to banish two agent monsters instead of one, and seeing how this card is meant to go in a agent deck I figured making it summon like Master Hyperion would be good. Also it's second effect is supposed to go with Master Hyperion's, getting him more cards to banish and special summoning the cards he already banished

Dat art. <3

Like Groniack said, you should change the summoning condition. Make it something like "This card can only be Summoned while Sanctuary in the Sky is on the field" along with a condition.

And give it a secondary effect for while Sanctuary is in play. They are "Sanctuary" Agents after all. :3

First of all it's a good point and I will change it so that he has a sanctuary effect, although your wrong; Venus doesn't have a sanctuary effect.
Second I will try to make another summoning condition but it probably won't include Sanctuary in the Sky since it can be hard to keep sanctuary on the field

Ok so I have now included the Sanctuary effect, but I'm still having trouble with the summoning conditions. They've been changed so that now the two cards have to be banished from the grave; not that that's much better, if you could please give me some suggestions that would be great

Make it like this.
Banish two "Agent" monsters from your Graveyard: Special Summon this card (from your hand). Once per turn, you can activate one of the following effects.
-Banish one fairy-type monster from your Graveyard; This card is not affected by spell or trap cards untill your next turn.
-Send the top card of your deck to the graveyard. Special Summon one of your banished fairy-type monsters.
If "The Sanctuary in the Sky" is on the field; You can activate both effects.
Little shaky on two things.
1. The parentheses. You can take those out if it sounds/looks weird.
2. The last line. Not exactly sure if thats the correct way to word it.

As it is, I give this a 7/10. With the fixes, 9/10.

Decent, but I can't say it would fit in my Sanctuary Agent deck, I think it would slow it down because it's just another beater that's in the way, like I Kystia in mine, but it tends to get in the and I feel that it would do the same for mine.

But, yeah, I agree though, it makes good food for Hyperion, that is if you mill a fairy-type monster.

True and it works the other way, Hyperion banishes a card from the grave then you use Galaxy to Special Summon that monster
